 About the Event 201 exercise

Event 201 was a 3.5-hour pandemic tabletop exercise that simulated a series of dramatic, scenario-based facilitated

discussions, confronting difficult, true-to-life dilemmas associated with response to a hypothetical, but scientifically plausible, pandemic. 15 global business, government, and public health leaders were players in the simulation exercise that highlighted unresolved real-world policy and economic issues that could be solved with sufficient political will, financial investment, and attention now and in the future.

 The exercise consisted of pre-recorded news broadcasts, live “staff” briefings, and moderated discussions on specific topics. These issues were carefully designed in a compelling narrative that educated the participants and the audience.

 The Johns Hopkins Center for Health Security, World Economic Forum, and Bill & Melinda Gates Foundation jointly propose these recommendations.

 Purpose

In recent years, the world has seen a growing number of epidemic events, amounting to approximately 200 events annually. These events are increasing, and they are disruptive to health, economies, and society. Managing these events already strains global capacity, even absent a pandemic threat. Experts agree that it is only a matter of time before one of

 

these epidemics becomes global—a pandemic with potentially catastrophic consequences. A severe pandemic, which becomes “Event 201,” would require reliable cooperation among several industries, national governments, and key international institutions.

 Recent economic studies show that pandemics will be the cause of an average annual economic loss of 0.7% of global GDP—or $570 billion. The players’ responses to the scenario illuminated the need for cooperation among industry, national governments, key international institutions, and civil society, to avoid the catastrophic consequences that could arise from a large- scale pandemic.

Similar to the Center’s 3 previous exercises—Clade X, Dark Winter, and Atlantic Storm—Event 201 aimed to educate senior leaders at the highest level of US and international governments and leaders in global industries.

It is also a tool to inform members of the policy and preparedness communities and the general public. This is distinct from many other forms of simulation exercises that test protocols or technical policies of a specific organization. Exercises similar to Event 201 are a particularly effective way to help policymakers gain a fuller understanding of the urgent challenges they could face in

 Recommendations

The next severe pandemic will not only cause great illness and loss of life but could also trigger major cascading economic and societal consequences that could contribute greatly to global impact and suffering. The Event 201 pandemic exercise, conducted on October 18, 2019, vividly demonstrated a number of these important gaps in pandemic preparedness as well as some of the elements of the solutions between the public and private sectors that will be needed to fill them. The Johns Hopkins Center for Health Security, World Economic Forum, and Bill & Melinda Gates Foundation jointly propose these recommendations.

 Exercise team

Eric Toner, MD, is the exercise team lead from the Johns Hopkins Center for Health Security. Crystal Watson, DrPH, MPH and Tara Kirk Sell, PhD, MA are co-leads from the Johns Hopkins Center for Health Security. Ryan Morhard, JD, is the exercise lead from the World Economic Forum, and Jeffrey French is the exercise lead for the Bill and Melinda Gates Foundation.

 Additionally, I urge those who have homes at the Jersey Shore to not go to them at this time. The local infrastructure, especially the healthcare infrastructure and especially in the

offseason is not prepared for the influx of part-time residents. So, there’s absolutely no excuse for a party on the beach. Please stay at your primary residences. 

Further, I am directing all nonessential retail businesses to indefinitely close their physical stores to the public effective at 9:00 PM tonight – by the way, 9:00 PM in particular out of respect of the Sabbath.

An uncanny prophecy!

 While a virus outbreak with origins in the Chinese city of Wuhan marches out into the world in the new decade of 2020, a character in a 2017 Asterix comic series was actually called Coronavirus!

Asterix, the Gaul from the eponymous French comic faced Coronavirus, a masked Roman villain with a reputation of stopping at nothing to win. In the 37th edition of the ‘Asterix and the Chariot Race,’ released in the year 2017, Asterix battles his way across Italy in a chariot race against the Romans.

 The original book ‘Asterix et la Transitalique’ set in ancient Italy was released over two years before Wuhan reported its first case of the new strain of coronavirus in December 2019. Written by Jean- Yves Ferri and drawn by Didier Conrad, the comic features Asterix and his sidekick Obelix participate in a chariot race across Italy organised by Caesar across Italy. They have to contend with the villain named Coronavirus and his sidekick Bacillus.

Bacillus is the Latin term for bacteria! It is interesting to note that Coronavirus the masked villainous chariot racer eventually failed to win.

Countries like Germany and Australia are tired of measles outbreaks — so they’re moving to fine anti-vaccine parents.

Here’s a quick roundup of the global crackdown on vaccine-refusing parents:

• In Germany on Thursday, lawmakers passed a law stating that parents need

to prove they’ve vaccinated their kids against measles — or risk fines up to

€2,500 (about $2,750). Unvaccinated children also risk losing their places in school.

• Italy’s parliament passed a law that makes 10 childhood vaccinations mandatory for kids up to age 16, and requires parents to prove their children are immunized before entering school or else face a €500 (about $560) noncompliance fine. And kids who aren’t vaccinated are being told not to come to school.

• In France, the health ministry made 11 vaccines — up from the current three (diphtheria, tetanus, and polio) — mandatory for children, though there’s no talk of a fine

• Further afield, New South Wales, Australia, passed “no jab, no play” legislation in September 2017: The law bans unvaccinated kids from preschool and day care and fine the directors of schools that admit un- immunized children $5,500 Australian dollars ($4,400). The law in New South Wales is modeled on similarly stringent laws in other Australian states,

and across the country, parents with children who aren’t immunized aren’t

eligible for child care benefits.

• In the US, New York — where a large measles outbreak raged on for nearly a year — the government threatened parents who don’t vaccinate their children with a fine of up to $1,000.
